In the United States, CNOOC International holds a non-operated working interest in approximately 143,000 net acres in the Eagle Ford (South Texas) and 77,000 net acres in the Powder River Basin (Wyoming). These are unconventional shale oil and gas assets. Most of our production is operated by partners, including INEOS Energy US Onshore, Crescent Energy, Devon Energy, and Continental Resources.

Our offshore interests in the US Gulf of Mexico include Appomattox project operated by Shell and Stampede project operated by Hess.

Your Background

• 8 to 10 years experience working as a lease and property administration analyst for US based oil and gas companies Experience working Texas and the Rocky Mountain Regions, with specific experience working the Eagle Ford in South Texas and the Powder River Basin in Wyoming a plus (but not a requirement)
• Experience working with Western US Federal Units including unit participating areas and unit expansions and contractions
• Understanding of and experience working with division orders and ability to calculate unit and well working and net revenue interests
• Experience working in various land management systems including ability to update and make changes to various lease, agreement and contract records in such systems; experience with PakLand system (i.e. LandVantage) a plus (not a requirement)

Your Role with Our Team

• Maintain and update all current oil and gas lease files and records Maintain and update all contract and agreement files and records Manage, monitor and report all expiring and at risk acreage

We are seeking a Commodity Risk Specialist to join our growing team in Calgary, Alberta. This dynamic role will be instrumental to support a dynamic and growing marketing business in North America within a global framework including Beijing, Singapore and London offices among others. Your Background

• Undergraduate degree in a quantitative discipline such as mathematics, Statistics, Finance or Economics.

The Role:

The Controls & Instrument Engineer, based full-time in the Aberdeen office, will provide technical support for CNOOC’s UK Operated Assets, focusing on maintaining C&I equipment performance and addressing future reliability and obsolescence challenges.  Collaborating with asset C&I engineers and vendor resources, the role will oversee routine maintenance activities and work with the Facilities Engineering Function to implement long-term reliability improvements.

As the SME for Failure Mode and Effects Criticality Analysis (FMECA) based maintenance strategies, the role involves continuous strategy review, equipment performance analysis, and conducting Root Cause Analysis (RCA) to prevent recurring failures. The position also acts as the contract demand manager for controls and instrument-related maintenance contracts, ensuring efficient delivery through accurate scopes of work, tender evaluation, and KPI-driven performance management.

This role is ideal for individuals with a strong maintenance support background in an operating environment, complemented by broader systems engineering experience.

You will:

Enhance asset equipment availability and reliability by applying RCM techniques within the C&I discipline, acting as the Subject Matter Expert during Reliability Centred Maintenance (RCA). You will deliver technical support for Field Instrumentation, ICSS, Telecoms, and F&G, providing professional guidance to offshore operations and addressing obsolescence of systems and field instruments in line with the company’s MoC procedures.

The role involves delivering technical support for Small Bore Tubing (SBT) in compliance with the company SBT Standard. They will own and proactively review Business Critical equipment maintenance strategies to optimize performance and implement risk mitigations for deferred maintenance activities classified as business and safety critical.

The engineer will act as a focal point for identifying, prioritising, planning and executing reliability improvement scopes, addressing both strategic maintenance management and technical enhancements, ensuring cross-functional delivery within agreed timelines. This includes managing key vendors through effective supervision, planning, and allocation of work, while fulfilling the role of Job Responsible Engineer (JRE) and upholding corporate policies and values.

As a Contract Demand Manager, you will drive vendor performance through the development and implementation of KPIs, manage budgets for their areas of responsibility, and execute scopes within approved financial limits. Using independent databases, they will evaluate obsolescence risks and develop mitigation strategies while maintaining open communication with technical authorities to leverage company knowledge.

The role requires well-developed communication, interpersonal, and organizational skills to foster collaboration and engagement across teams. Proficiency in SAP CMMS is essential for managing work and reviewing maintenance plans. Offshore visits will be necessary to deliver key scopes and support assets effectively.

The engineer will consistently apply sound engineering principles to ensure safe, efficient, and cost-effective operations. They will review and evaluate recommendations, guide less-experienced professionals, and provide training to promote innovative solutions and achieve company objectives.

Who are we looking for?

The successful candidate will have substantial technical knowledge in Field Instrumentation, ICSS, Telecoms, and F&G within the oil and gas industry, supported by demonstrable systems engineering experience and practical field instrument expertise. 

You must be skilled in applying standards such as IEC61511, IEC62443, and BS EN60079, along with proficiency in engineering specifications, datasheets, and design calculations (e.g., I.S. calculations). 

A strong understanding of control systems design and engineering diagrams, including P&IDs, loop diagrams, pneumatic hookups, and termination drawings, is essential. Experience with CMMS software, ideally SAP, is required, and a Bachelor’s or Master’s degree in Engineering or Applied Science is mandatory.

Reporting to the Cybersecurity Lead, you will cover mainly the operational dimension of CPEL Cybersecurity. The role will collaborate with the Managed Cybersecurity Service Provider [MSSP] to protect the organisation. 

You will:

The role involves continuously monitoring the organisation’s network and systems for potential security breaches while conducting threat analysis, risk assessments, and vulnerability assessments. By identifying security risks, the position requires providing recommendations and implementing measures to remediate vulnerabilities and strengthen cyber defences. 

In the event of a security breach, responsibilities include conducting forensic investigations to determine its cause and scope. The role also involves participating in security incident response and disaster recovery activities, ensuring timely mitigation and resolution of threats. 

Collaboration is key, you will be working with the Managed Security Services Provider (MSSP) to enhance security posture. You will be coordinating with cross-functional teams to ensure compliance with security policies and regulations. Who are we looking for?

You should hold a degree in Computer Science, Cybersecurity, or a related field and have a proven track record in cybersecurity operations and threat analysis. 

Strong expertise in network security concepts, protocols, security standards and best practices is essential.  Additionally, experience with security tools and technologies, including firewalls, intrusion detection/prevention systems, and security information and event management (SIEM) tools is particularly valued.

• Independently map and interpret 2D and 3D seismic data from regional to prospect scale;

• Model seismic response with wells and generate seismic attributes to address reservoir and charge risks; Build seismic velocity models to convert time horizons to depth using seismic and well data

You will:

Financial Contract Compliance Audits

• Plan and perform financial contract compliance audits, either on an individual basis or in teams, where you will review invoices to identify instances of non-compliance; invoicing errors and process and contract management improvement opportunities (for both the supplier and CPEL).
• Concisely document audit findings and recommendations, and effectively communicate these to both internal and external stakeholders via the issue of professionally written audit reports.
• Follow up to ensure the timely closure of all audit findings, including negotiated settlements where required.

Internal Audits

The Legal Counsel will report to the Managing Counsel – International and provide support to key stakeholders across the business, including:

Reporting to the Methods and Reliability Team Lead, this position focuses on enhancing the reliability and availability of safety and production-critical equipment while driving continuous improvement in performance. Working full-time in the Aberdeen office, this role provides technical expertise to CNOOC North Sea Offshore Assets, utilising reliability improvement tools and techniques to optimise asset performance.  Key responsibilities include managing the condition monitoring contract, serving as the Condition Monitoring focal point, attending condition monitoring-related asset meetings, and facilitating or leading root cause analysis (RCA) investigations into production losses as needed. Strong communication skills are essential for effective cross-discipline collaboration.

You will:

This role requires conducting all activities in a safe and effective manner, promptly addressing safety and environmental concerns in alignment with corporate policies. Demonstrating accountability and adherence to CNOOC’s values is essential, as is carrying out responsibilities in a way that maximises value while minimising waste and risk. The role also involves delivering the condition monitoring program within budget, managing the condition monitoring vendor, preparing budget submissions and forecasts, and coordinating vendor visits through internal planning processes. Reviewing and evaluating condition monitoring data to ensure robust, value-adding recommendations are implemented via the CMMS is a key responsibility.

You will liaise with the condition monitoring vendor to address support requests promptly and take ownership of asset fluid schedules, managing changes as needed. Proactive monitoring, reviewing, and analysis of plant and equipment performance are integral to identifying opportunities to maximise reliability and availability while sharing best practices across UK assets. Reliability analysis will be conducted to identify vulnerabilities, eliminate defects, and address recurring issues using company data sources like CMMS and PI Historian.

The role includes leading investigations into production losses and failed equipment by facilitating Apollo Root Cause Analysis sessions and driving systematic solutions. You will develop tools and techniques to monitor and report on critical equipment operating status, improving production efficiency. Regular reports, reliability data, and performance trends will be produced as required by asset teams or the Team Lead. Offshore travel may be necessary to initiate investigations into equipment failures.

Additional responsibilities include completing Failure Mode and Effects Criticality Analysis for critical equipment and updating Reliability, Availability, and Maintainability (RAM) models. This involves coordinating with RAM model providers, extracting data from company systems, and calculating metrics such as MTBF (Mean Time Between Failures) and MTTR (Mean Time to Repair), based on historical data. The role also supports adhoc projects and additional tasks as required.

Your Background

The Role:

We are recruiting for Technical Safety Engineers to work within the Assurance and Integrity team reporting to the Technical Safety Manager / Technical Authority, based full time in our Aberdeen office. One role is to provide day to day support to our operated assets and the other is to provide support to our Engineering Delivery and Projects teams. Both roles will also have responsibility for delivering the Technical Safety Workplan (as directed by the Technical Safety Manager).

You will:

Technical Safety Engineer (Operations)

The role provides technical safety support to the operated asset teams (onshore/offshore), the subsea operations team and the interventions team as required.  The role ensures CNOOC assets are operated in compliance with key regulatory framework and that ALARP is demonstrated for ongoing operational activities.  The role also requires management of consultants undertaking safety case updates to support safety case thorough reviews & material change submissions. 

The role provides support for daily operations through operational risk assessments (ORAs), adhoc risk evaluations, and subject matter expert advice. This will include arranging and facilitating HAZANs, HAZOPS and LOPA assessments as required. The role is responsible for performing and managing major accident hazard studies, updating, and managing safety case submissions, and maintaining Performance Standards. 

Additionally, the role manages scopes of work for third-party consultants (includes QRA model updates undertaken by specialist 3^rd party consultant), supports the development of major accident hazard procedures, and applies ALARP and Process Safety Management principles. This position also addresses HSE inspection findings, verification and audit findings and contributes to the overall audit and assurance programs.

Technical Safety Engineer (Engineering Delivery and Projects)

The role provides technical safety input to all engineering change activities.  This includes engineering change conducted by CNOOC and the designated EPC.   The Technical Safety engineer ensures compliance with key regulatory framework and that ALARP is demonstrated for engineering change activities.  

The role will conduct safety screening assessments of engineering change activities and identify / implement technical safety studies required to support the modifications. This role will also assess the impacts of change on SECEs and the asset Safety Cases and include arranging and facilitating HAZANs, HAZOPS and LOPA assessments as required. Review of EPC deliverables and input to key safety assessments conducted by the EPC is also required.  

Who are we looking for?

The ideal candidate will hold an Engineering or Science degree and possess extensive experience in technical safety within the oil and gas industry, ideally in a similar role.  A strong technical background, with broad engineering knowledge and effective communication skills, is essential to drive risk management and technical safety initiatives across the organisation. 

You should have a solid understanding of the UK major hazards regulatory framework and a proven ability to identify and develop effective and innovative technical solutions.  Knowledge of related engineering disciplines such as instrumentation, controls, and process engineering is required, along with expertise in consequence modelling, QRA modelling, frequency analysis, SIL Assessment, and SIL Validation.  Strong relationship-building skills and effective written and verbal communication are also crucial for success in this role.

CNOOC and You:
